Legal Bases of the Medical Social Service Division

  • Article XIII of the 1987 Constitution of the Republic of the Philippines declares that “the state shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable costs.  Priority for the needs of the underprivileged, sick and elderly, disabled, women and children shall be recognized.  Likewise, it shall be the policy of the state to provide medical care to paupers.”

  • Executive Order No. 578 s. 1954 mandated all Government hospitals with 100 bed or more shall be provided with a Medical Social Service, that is an essential service to medical care in fully understanding causes that initiate, perpetuate or aggravate illness so that early diagnosis and even treatment may be initiated at the earliest possible time.

  • 1946 World Health Organization approved as part of its constitution and basic principles this definition of Health , “ Health is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity”


 Commitment and Mission 

The MSSD is committed to provide and maintain a comprehensive quality social work services to patients and families afflicted with Chronic Kidney Disease, other organ failures as well other renal related diseases to ease the burden of social, emotional, psychological and economic difficulties brought about by illness or hospitalization or both.

We shall always be a model of the DOH in providing quality services to renal patients by continually improving our skills and knowledge through education and social research.

Mission:

  1. To maintain and restore maximum social and interpersonal functioning of patients amidst the crises arising from illness and financial cost of treatment

  2. To provide the necessary social support needed by organ transplant patient and donors towards a successful social rehabilitation.

  3. To empower patients to actively participate in their treatment and social rehabilitation.

  4. To facilitate patient’s return to normal life and attain his/her highest level of potential in order to contribute to the common good of society.
